Pikangikum First Nation in northern Ontario has declared a second state of emergency in less than a year due to a lack of water. Leaders say it's a dire health and safety concern.

In a letter sent to the environment minister, the 12 municipalities and nine environmental organizations say the province is consuming more groundwater than is being replenished.
