Labour minister sends ports labour dispute to binding arbitration, orders end to lockouts

Labour Minister Steven MacKinnon has sent labour disputes at ports in Quebec and British Columbia to binding arbitration and ordered people back to work after long-running labour disputes reached what he described as a "total impasse."
