Smith: It's not all about cars. Non-drivers deserve a voice too

Non-drivers live in all parts of our city. Yet too often, transportation planning assumes that everyone drives. Most people are surprised to learn that 27 per cent of Ottawans do not have a driver's licence. Some have a licence but no longer or rarely use it.
