It began as a sunny spring Saturday. Thousands had gathered in East Vancouver for the second annual celebration of the Filipino hero Lapu-Lapu.It ended in grief and devastation when, just after 8 p.m., a speeding SUV allegedly driven by Kai-Ji Adam Lo – a 30-year-old charged Sunday with eight counts of murder – plowed into a crowd.
