A rare disclosure of probation records reveals that two days after a repeat domestic violence offender murdered three ex-partners while on probation, his probation officer was given the highest score possible for their work. CBC News has also learned that two other management reviews happened in the years before the murders, but no changes to their approach were made.
The findings are included in the sixth and final report from the external monitor overseeing the implementation of recommendations from former Supreme Court Justice Louise Arbour.
