Ottawa Now - Quebec doctors packing their bags in droves over controversial Bill 2

November 3, 2025

The Legault government has introduced Bill 2, a controversial new law that changes how today’s doctors are being paid for the services they provide. It ties a portion of a doctor’s paycheque to performance targets, while also imposing strict sanctions upon anyone who is caught for non-compliance. How strict, you may ask? A doctor is slapped with a $20,000 fine for each day a violation is committed. For any groups who are caught in the act, punishments can go as high as $500,000. All of this has fueled a massive demonstration in Quebec City, where over 1,000 protestors shouted and screamed against the bill. And now, doctors are leaving the province in droves. Dr. Trevor Hennessey is based out the Hull Hospital, and he works for all 5 hospitals in the Outaouais Region. He is also one of 3 doctors who recently resigned from the Western Quebec Health Authority. Hennessey joins Kristy Cameron on today’s Ottawa Now.
