Twenty-seven years after a deadly Christmas Day crash in Florida, a longtime fugitive in Toronto has signalled he will not fight extradition to face manslaughter charges. A CBC News investigation this year revealed Patrick Lutts Jr. lived openly in the city, working as a self-styled psychic.
'It almost feels like until a kid gets seriously injured, it’s not going to get handled the way it should be,' said a concerned Kelowna mother.
