According to Ottawa city parks authority, small dogs cannot be protected from larger animals because of inclusivity. This is an example of what happens when bureaucracy takes over. I wonder why inclusivity does not apply to humans? In a lot of city parks, there are areas open to small children with play structures adapted to their size. Why don't we let small children play in the same space as high school football players, for example? Because it would be dangerous for the small children. Read More
