Federal health benefits program for First Nations and Inuit 'frustrating' to deal with, say clients

The Non-Insured Health Benefits program covers things like prescription drugs and glasses for eligible First Nations people and Inuit. However, health-care advocates say the paperwork involved is a heavy burden on clients and the program isn't keeping up with standard reimbursement rates.
