I worked for a few years with a major Canadian railway company and given our weather, I was surprised that Line 1 was developed for electric propulsion. Yes, the future is ultimately fully electric, but to get started and to ensure safe, reliable service, diesel electric would be the way to go. Look at the lack of problems with lines 2 and 4.
