Tensions in the Canada-U.S. relationship are playing out in border towns in both countries. Border Road, which connects Sweet Grass Hills, Mont., and Coutts, Alta., will be closed to Canadians starting in July. Wheat farmer Roger Horgus grew up on the American side.
