An Ontario judge whittled 13 months off a 14-year sentence for a man who shot two people due to the Muslim shooter’s youth, racial discrimination he experienced growing up in Toronto, and harsh pretrial jail conditions.

In 2000, David Napier, a freelance journalist then based in Toronto, produced a long story about Indigenous residential schools. It appeared in the Anglican Journal, an “independent” newspaper of the Anglican Church with a large circulation (now about 38,000).
