How Quebec funds disadvantaged schools — and why some say it can hurt kids in need

For nearly 30 years, Quebec has used a system to determine which schools should get extra funding and help based on how disadvantaged they are compared to others. But critics say that system is flawed, outdated and can cause harm to young students.

The city is hoping to redirect $10 million of provincial money into building a safe and welcoming ByWard Market, including $300,000 to improve the pedestrian underpass at Rideau Street and Sussex Drive.
