Emissions from carbon black manufacturer Birla Carbon were "a primary source" of the soot falling on Hamilton neighbourhoods in early July, Ontario's Ministry of the Environment, Conservation and Parks has said. Black dust falling on Hamilton homes is a perennial issue, especially near the eastern industrial sector.
