USA TODAY identified 20 reforms the military proposed in 2021. Today, most steps are stalled or inactive. The most important ones never happened.

A search for Lilly and Jack Sullivan, six and four years old, turned up a number of items, including a child’s T-shirt, blanket and a tricycle. However, Nova Scotia RCMP say none of the items are relevant to their investigation of the missing children.
