Well into the 1980s, the borderlands between Quebec and New York were known for the quaint, old-timey crime of cow-smuggling.It was a more innocent age, when the frontier existed in most people’s minds as a legal fiction. Some buildings even straddled the international boundary, including one bar split between Dundee, Que., and Fort Covington, N.Y., called the Halfway House.
