Prime Minister Justin Trudeau is about to lose one of his top performing ministers, just as his office was already planning a cabinet shakeup amid tensions with Finance Minister Chrystia Freeland and as he mounts yet another attempt to recruit former central banker Mark Carney.On Monday, Housing Minister Sean Fraser will announce that he will not seek re-election, four sources confirmed to The Globe and Mail on Sunday. He will stay on as MP until the general election.
As Canadians take time off to celebrate the holidays, many federal offices, stores and businesses will be closed across the country on Christmas Day and New Year's Day.

Prime Minister Trudeau likely had high hopes that he could simply fire Chrystia Freeland and quickly slide Mark Carney in to replace her as finance minister. Carney has long been sought after by the Liberal party as its potential leader. That plan failed miserably, with Trudeau having to get close friend Dominic LeBlanc to be finance minister. Carney likely had no desire to become leader of a party that could spend eight years in the wilderness. Read More
