The government determined, some years back, that the "one-size-fits-all" solution of placing community mailboxes across the country was not suitable in all cases. Hence, a moratorium on placing such structures in certain areas was approved. Now the Minister wants to cancel the moratorium, but the logistics that led to it in the first place have not disappeared. In many older, urban neighbourhoods, there is simply no land available to place these structures that is not either privately owned property or occupied by government institutions.
