Champagne defends decision to report capital, operating spending separately

Finance Minister François-Philippe Champagne says accounting principles will remain in place for reporting the government's overall deficit, even as Ottawa moves to separate capital spending from operational spending in the next budget. Champagne says the change will make it easier to see how well Canada is doing at its goal of improving capital investment.
