The Canadian Environmental Law Association is recommending that all cities pass bylaws to make it mandatory for property owners to replace lead pipes on their side of the property line. Hamilton has a bylaw aimed at preventing partial lead service-line replacements, and some Quebec and Saskatchewan have similar rules.
