Ontario wins case to expand online gambling to bettors outside of Canada

November 12, 2025

Premier Doug Ford scored a legal victory in his government’s push to open internet gambling in the province to players outside of Canada, in a ruling that could bolster the province’s revenues.

In early 2024, the Progressive Conservative government put what’s called a reference question to the Ontario Court of Appeal. It asked the province’s top court for an interpretation of the Criminal Code and whether online gaming in the province could include players from outside of Canada.
