Calgary’s water supply is under strain —again. Why aren't residents cutting back?

It’s an all-too-familiar ask of a city likely weary of water restrictions: reduce your water intake, or risk overwhelming the system.  But whether that message is getting across — or how many care to listen — is unclear.
