Police in Tumbler Ridge, British Columbia have provided an update as to what led to Tuesday’s horrific mass shooting. Nine people are dead, including the 18-year-old shooter who was known to police. Hospital emergency rooms are overflowing, resulting in patients being treated in storage rooms and hallways as they wait days for a bed. Doctors say it's happening against a backdrop of behind-the-scenes backlogs, access issues and an aging population that are all impacting the flow of patients through the health-care system.
