Canada named this castle-like courthouse a national historic site. Now a tower is set to rise beside it

Plans for a 54-storey residential tower next door to a national historic site in London, Ont., cast a literal shadow over the place where the city began, while at the same time shining a light on what some heritage advocates say is a gap in federal law.
