With hindsight, former immigration minister says he would have capped international students sooner

Justice Minister Sean Fraser, who was in charge of immigration during some of the years Auditor General Karen Hogan found instances of fraud in Canada's international student program, said with hindsight, he would have acted sooner to fundamentally change it. The Opposition Conservatives have been calling for his resignation, along with his successor and the current immigration minister.
