Defence chief set to pitch ‘options’ for massive troop surge as military strains under its own limits

Gen. Jennie Carignan will soon present options to dramatically expand Canada’s military to perhaps as many 500,000 personnel, including citizen soldiers. But the Armed Forces can’t meet current targets, with recruiting failures, training bottlenecks and equipment shortages raising doubts about whether Prime Minister Mark Carney’s government can execute the plan.
