Race for mayor off to early start, even as Sutcliffe waits for the 'real campaign'

Ottawa Mayor Mark Sutcliffe says he isn't campaigning yet, but his three main challengers aren't waiting for him to start. They've already established well-organized efforts to win the job and are sending out a barrage of announcements.
