People stranded as heavy rain brings storm of problems and state of emergency to western Manitoba

A state of local emergency has been declared in a Manitoba community that was battered by heavy rain, which led to flooding, power outages, a gas line rupture, a boil water advisory and a washed-out bridge.
Craig Waddell's family has been farming on Mitch Owens Road for six generations, but they say truck traffic and dangerous driving now has them facing close calls almost daily.
