Tenants allowed back into flood-damaged building, but some aren't ready to return

Some tenants of a west Ottawa highrise that had its power system wiped out during the intense Canada Day storm are expressing reservations about returning, even though the building's owner says their apartments are once again habitable.
Greg Hicks, president and CEO of Canadian Tire Inc., said on a call with analysts Thursday that 'consumer sentiment remained soft' during the last quarter.
