Last Summer, the City of Ottawa ended free parking in Hintonburg, Wellington Village, and Westboro. Before that, drivers could park for free for 90 minutes along stretches of Wellington Street West and Richmond Road. Since then, roughly 700 parking spots have parking metres. It’s a price tag of 3 bucks per hour – with a 2-hour limit. The municipality was hoping to encourage turnover and support local businesses, but nearby business owners believe that these changes have had the opposite effect. Activist lawyers are aiming to leverage a recent court ruling to dramatically increase income assistance levels for homeless welfare recipients in Nova Scotia who live only in tents, trailers or their cars. Dalhousie Legal Aid Service has prepared a guide encouraging the homeless to apply for expanded benefits after the court ruled that a Halifax tent dweller was eligible for enhanced income assistance.
