While police have made arrests after gunshots were fired at the U.S. Consulate in downtown Toronto in two separate incidents in recent months, finding those responsible for these alleged gun-for-hire plots remains elusive. Investigators say they are hamstrung without provisions from the federal government's controversial Bill C-22.
Doctors say the provinces and territories have a "patchwork" of rules surrounding what age youth can use the devices, but injuries and deaths are happening to youth of all ages.
