Back-to-back extreme storms have overwhelmed parts of Ontario's Niagara region, flooding homes, farms and businesses. St. Catharines Mayor Mat Siscoe says aging infrastructure is struggling to keep up — and preparing for future floods could cost billions.
A briefing note shows that, even by its own modified definition of new housing, the province only achieved 58 per cent of its 2025 target.
