Ottawa City Staff released a report on Monday, seeking City Council’s direction on whether to bring the proposed Rental Renovation License Bylaw to council for a vote. The Salvation Army says rising costs mean its plan to build a new shelter and social services hub on Montreal Road will not move ahead as originally proposed. The local councillor and the head of one advocacy group hope any future project on the site focuses on housing rather than shelter beds.
