Chelsea's new swimming hole comes with a long list of rules

The rules at the new spot on the Gatineau River ban recreational swimming, forbid people from swimming alone, and require them wear a bright swim cap and carry a whistle and safety buoy. Some swimmers are concerned the rules go too far.
