Tenants at troubled Kingston social housing building still waiting for 'high-security' locks

A new locking system was supposed to make 381 Bagot St. safer, but after months of delays residents are still waiting for it. Meanwhile, the troubled social housing highrise continues to rack up more police calls than any other residential address in Kingston.
