JOSEPH POTVIN is President of Mobility Ottawa­-Outaouais: Systems & Enterprises Inc, a federally incorporated commercial firm whose purpose is to organize a consortium to bring about and operate a region-wide private-sector passenger railway service on 400 km of existing railway infrastructure.
