All Ontario drivers will be able to use HOV lanes in off-peak hours: transportation minister

Minister Prabmeet Sarkaria said in a statement Tuesday that allowing solo drivers to use high-occupancy vehicle lanes outside of busy times will help reduce gridlock on major highways. Doug Ford's government is looking to regulate the changes later this year.
