The RCMP has not recruited enough new officers or effectively assigned its members to meet its operational needs — raising concerns about public safety across the country, according to a new report from Canada's auditor general.

Ontario passed Bill 5, which included the special economic zone provision, last year in a bid to speed up approval and construction of large projects like mines. The provision allows cabinet and the environment minister to suspend any and all provincial and municipal laws within such zones as they see fit.
