Carney says forced labour a ‘global issue,’ ‘parts of China’ at higher risk

Earlier this year United Nations experts said 'there is a persistent pattern of alleged State-imposed forced labour involving ethnic minorities across multiple provinces in China.'

The minister did not provide a timeline for any agreements with other provinces but said provincial governments will be expected to put up their own money or legislation.
