Sask. man's death ruled accidental, despite initial RCMP response deemed 'wholly unacceptable'

When RCMP got a call about an unmanned boat going in circles on Weyakwin Lake, officers didn't make the connection that it could mean a person was missing. Matthew Hamm's body was found in the lake the following spring. The RCMP's civilian watchdog says the officers' initial response was "wholly unacceptable," and Hamm's parents still have questions.
