Multiple environmental groups are concerned the Alberta government's proposed oil pipeline route poses a risk to southern resident killer whales. They are protected under the Species At Risk Act, but the Carney government is considering changes that would give cabinet power to exempt certain projects from the "jeopardy test" for species at risk.
