Ontario is making a big change to its bail system starting Monday, but two groups are planning a legal challenge, saying requiring a cash security deposit up front as part of bail is unconstitutional.

According to the report, Calgary must build between 23,000 and 24,000 total new housing starts annually over the next 10 years to close the gap.
