According to statistics provided to CTV Ottawa, thousands of drivers have escaped potential tickets for photo radar and red-light camera infractions. This is due to either hidden, damaged, or missing license plates. City Hall says 15,480 vehicles have been able to avoid punishment within the last 3 months alone.
