Like the swallows’ annual return to Capistrano, Ottawa will soon be abuzz with the whirring, thrumming and occasional buzzsaw whine of e-scooters, e-bikes, hoverboards, Segways, monowheels and small — plus not-so-small — Vespa-type motorcycles.
