‘Traffic referees’ officiating Toronto streets during rush hour

Amid FIFA World Cup action in Toronto, two self-proclaimed 'traffic referees' are taking the game to the street and handing out penalties to bad drivers.
Using money from the Mosaic Stadium reserve, the plan is to spend around $8 million to replace the field turf and video display boards.
